Unplug the TPS, read the voltage. Key on engine off. Should have reference voltage around 5v. 4.5 is OK. The green/white wire should have full continuity to ground. If you know how to do a voltage drop test, test the green wire for resistance to ground. Should have no resistance to ground. If all that is OK, the TPS sensor may be bad.
