Icon6 door security led 99 accord

my security led won't flash when system is armed,i removed the panel and checked the wires and there was no voltage at the small circuit board but when i try to check the led with a continuity tester the led does light up???
anyone else ever run into this?
i'm thinking of maybe replacing it with a flashing led wired to a constant 12v source so it always flashes just to deter the scum but if it's just a matter of replacing the (possible)defective board i'll do that.

any suggestions?

well,i removed the inner panel and there is definitely no power to the wires when the system is on.i used an external 12v source and the led did light up,no flash,just solid light.

i'm thinking that to try and get it fixed would be costly and my best option might be to get a 12v flashing led and patch into the power door lock wires for power.it would flash all the time but i don't think it would be that bad being behind my shoulder?

update............nothing,still no flash when remote armed twice.if doors are opened,horn beeps but still no flashing led on the door panel.would rather warn possible thieves than have the horn sound after damage has been done but whatever.
