Default 97' 2dr timing belt and engine questions

hey i have a question about my civic. i noticed that my timimg belt was a little loose today. so i spotted out the pulley loosener nut and without pully the belt cover off i loosend the nut expecting the pully to be spring loaded and tighten up the belt but instead it got looser. now im wondering is it not spring loaded to tightent it or maybe mine is missing the spring (cover is on so i cant see the spring or pully, just nut)

also im wondering what engine i got. its only stamped d15b but it has a v-tec valve cover on it. i dont kno if its really vtec tho, how can i find out if it is or not. and which d15b is it? is it the 3-stage vtec? and if it is, can i put like a diferent ecu or v-tec controller in or sumthin and have just regular v-tec?

the tensioner does have a spring one it (or it should), but works more as a return spring than tensioning spring.

you should be able to remove the upper cover (valve cover first) and maybe accessory belts to reach the tensioner "arm" for adjustment. a small hook pulled upwards makes it easier.
