I think he means that it varies. Your CRX isn't built for the same reasons the Accord was built for.

With the F22B1 VTEC you may not hear any mad VTEC powa crossover. For the simple reason that it wasn't created to make mad HP at higher rpms. It's used to make a more reliable & fuel economic touring sedan.

Valve Timing Change Conditions (aka VTEC Crossover)
Engine Speed: 2300 rpm - 3200 rpm (depending on manifold pressure)
Vehicle Speed: 10km/h (6.2mph) or faster
Engine Coolant Temperature: 10°C (50°F) or higher
Engine Load: Judged by intake manifold negative pressure

With a red line of 6200 and a power band that drops off at 4500 rpm. You don't see many F22's with spun bearings. Not to say it wouldn't happen but it's not a common failure on the F series engines that I am aware of.

Define "a lot of miles", you'll break 200k easy.

You should worry about other things before the engine in that car. My 94 is around 217-218k now, and just about everything but the engine/trans are falling apart.

3100 rpm is when it comes in. It's not really mad for performance, mainly just for fuel economy
