SOLID CEL help

alright wen checkin my cel i put the wire in the jumper turned te key to on and tHe CEL just stays solid no blinking at all just stays on. wats tHat mean

my car still starts. poofs lots of smoke but i tHink thats because its running ritch

Without the service connector jumped, does the CEL also remain ON solid? If not, then no CEL codes are bing thrown.
