need help...steering wheel is locked
It does it so that someone can't steal the car...whether it's yours or not.
Hire a professional bolt/lock technician. They can cut a new key for your car using the key cylinder & tumblers from your car. It may cost you a few dollars but it is the best, cheapest, and legal way for getting a new key.
Of course you will have to provide proof that it is your car in order for them to do it.
And no Honda can't/won't cut you a new key just by giving them your VIN.
