ZC 1.6 liter(non VTEC SOHC[single cam])

So I just recently dropped another motor in my CRX and we fired it up and the idle is being very weird.
first of all, when the car is warmed up for like 3-5 minutes, it idles .750-.900 RPMS(perfect) but when you accelerate and let off the acceleration,t he idle will go up to 1.500-2.000 then slowly(and i mean slowly) idle back down to 1.000(or less)
thats not the only problem though.
after driving the car for say..
15-20 minutes of straight regular driving,
the car (while idling and not in gear(clutched)) will go from .750 to 2.000 then go down and up down and up down and up down and up just over and over and over.
the car is running fine otherwise, performance is neat.
any help?
i have a new IACV and fast idle solenoid so i may just replace those two things and see whats up.
otherwise, what else could it be?

oh and by the way it may help but my CO emission is high as well and the intake(i have cold air) is makeing a whirring(whistling of sorts) sound.

Theres been a fair bit covered on this within the last couple of days, run a search. changing the iacv and fitv is a good place to start.
