-97 and 98+ fender liners the same?

No, they are not the same. I still have my 94 fender liners with my 98+ front bumper, and I have to use zip ties to keep the very forward ends attached to the bumper.

Actually, they're not.
I have a 98+ front bumper and my fender liners are nowhere near the correct shape to match up.
My fender liners have a speed nut on it, and my 94 bumper had a hole that matched up with it so a screw could go through and connect them together. The 98 bumper does not have the screw hole in the right place to match up with the speed nut on my 94 fender liners.
94-97 fender liners:
74101-ST7-000
74151-ST7-000
98-01 fender liners:
74101-ST7-A00
74151-ST7-A00
Notice the A in the 98+ part numbers.
