Bodywork on OEM bumper.

The bumper I have has an epoxy "bump" on it. It looks like the last owner of this bumper might have used an excessive amount of epoxy to repair a moderate scratch in the bumper leaving a clump to dry up on the bumper. Any suggestions on how i can get this shaved down to be flush with the rest of the bumper? would sandpaper be the way to go with it? If so, what grit do i use? Also, how do i repair small scrapes/scratches on the lowest part of the bumper? Any positive help is appriciated, Thanks in advanced.
i would start out with 320-400 grit to get the epoxy knocked down flush and use some high build primer for the light scratches on the lower portion of the bumper. also if the bumper is not already painted or alot of paint is missing exposing the plastic i would look into some adhesion promoter before you prime the bare plastic.

320-400 is awful light for epoxy i used 180. Your primer will fill those scratches.
If the primer doesn't fill the scratches on the bottom of the bumper use the epoxy and sand it works very well.
