99-00 Si ECU into a 99 ex?

My friend wants to sell me his 99-00 Si ECU, will it plug right in to my 99 EX or do i have to cut wires?

will it make any difference at all hp, tq, etc?

Any Advise would be appreciated

no point in getting it unless it comes with the motor. it won't even run right.
