Neutral Revs, In-gear will not?????

Why would a car rev past 3500 in neutral but when its in gear it would not rev past 3500?
this have somthing to do with a sensor? makes no sense to me

No check engine lights

Crome pro program

rev limit checked, no LC

there is no LC yea. It was set real high so that cant be it, any other ideas?

Got the ecu, it had hoedata crap, so i took it out and put in another chip that worked on a different car.
