civic requires me to pump the gas pedal and crank it to run it

My civic requires me to pump the gas pedal and crank it to run it, but you have to gas it to keep it running.
It's on a manual, and I think it has a low compression and is running rich because of that. Would getting new spark plugs help me? if not, then what will a new fuel filter?

BTW it's a franky, b20z block / B18C1 GS-R head
so wouldn't that mean I would have to get new spark plugs specified for the block?

spark plugs definitely never hurt.
I doubt it would be your fuel filter, as that would only give you power loss/miss while under load. IAC could be acting up, or could be as simple as needing a good throttlebody cleaning.
I think i would get the plugs for the GSR head, but it's as simple as popping one out and getting the part number off of it.
