What problem is this?

This looks like a burst CV boot, but check the brake line's integrity at the same time.
I'd look into the price for the whole CV axle - it shouldn't be much over $50 plus the core charge. You can attempt to install a replacement boot but that usually ends badly because the adhesive needed to hold the quick boot together does not like grease. If you go that route, use 3M Window Weld, put the adhesive joint at the top of the boot, and let it sit for a day before driving it.
