I just purchased a 97 civic dx was planning to do a b16 or b18 swap. My question was can i just use the obd1 harness/ecu that comes with the swap. or do i have to a obd2a civic ex harness? I dont have emissions here in nebraska. if that matters.

 

You have to reuse the civic harness. '96 - '00 civics use a 1 piece harness, '94 - '01 Integras and '92 - '95 civics use an incompatible 2 piece harness.
