Default Vtec change over RPM

Tried the search...oddly enough had no luck with it.
Does vtec kick in on a type R at the same time aa a GSR?
Is this also true for a 98+ JDM type R?

I have a LS-vtec that has a 01 GSR head and 98+ JDM type R cam. The tuner has it switching over at 5k and it instantly drops about 10 HP and doesn't get back to where it was until 6k. In the car it feels like a long studder and once it hit's 6k it takes off. I know the obvious solution would be to make the change over later but I wanted to know how it was from the factory.

ITR = 5700 RPM

I'm not sure about the GS-R, but I believe that it has a 2 stage deal with the VTEC then the intake.

Vtec at 4400, and secondaries on the intake at 5700 or 5800.

Thanks, I appreciate the info. Probably why I lose HP when it kicks over....cams aren't geared for the lower air flow.

Can anyone else confirm this? Just want to be sure when I call up the tuner to blow his ears out.
