Extending my top hats on my 91 rex...

So I have Tein superstreet coilovers for the DA Integra on my 91 CRX and they make the car sit too high. I can't afford to get the coilovers made for my rex, so I'm just getting 2 inch shorter springs and am going to up the spring rates to 10/6 kg and extend my top hats.
My question is where should I cut my top hat to put in the extension. Most all of the pics in any of the threads I find on how to do this are broken, so here are the two places I think to cut and weld.
First is flush with the mounting surface, but the problem with this is the part is stamped so it curves out at the bottom, would that make and issue when welding?

The other place to cut is about 1 cm up from the mounting surface where the bushing collar gets flat and strait.

Where have you guys that have done this cut yours?
Also what size piping did you find that worked best?
