'91 Civic starting problems *please help*

I recently replaced the HG on my SOHC ZC, now im having some strange starting/cranking issues.
Alright on to the tech...
- The battery is at 12.9v-13.0v
-11.66v At the starter signal wire on IG position III
-I have tried 2 starters, one has been reliable for about a year now but *the car has been sitting for about 2 months now*.
anyway, both starters produced the same weak, intermittent crank.
-When i do attempt to start it everything works normal until it cranks. The tach sometimes jumps and the warning lights dim out.
-I know it sounds like a ground issue but the thermo ground is good and tight, i have a ground from the IM to the chassis and from the VC to the chassis.
Any input from personal experience or advice on what to check next is greatly appreciated.

Lights dimming when cranking to start indicates either a low batt., a sort in starting circuit or a connection problem, the most common is a grounding issue, next is a power connection issue.
I would start by making sure all ground connections are good, remove, clean and reconnect.
Then do the same with all the power connections, batt., starter, and main fuses in engine bay fuse box.
Also test voltage at batt. when cranking the engine. 94
