Default '94 Civic DX sluggish handling

When I get to about 50 mph, I get front end shake and vibrations... not really in the steering wheel, but in the front end as a whole. It seems to taper off after 60 mph. I was thinking balance and alignment... but what do I know? Anyone with any suggestions or experiences with this? To my knowledge, there hasn't been any major suspension work done... just cv axles.

I would start by having all four wheels properly balanced.
