my car wont go over 4k rpm noise? video inside

Hey, guys my car makes this noise & also some dude was adjusting my idle by touching distributor any help would be great

adjusting your idle by touching the dizzy? sounds like he might have been messing with the timing. but, i wasn't there, so idk. as for that sound, not sure. it does sound like an idler pully, maybe a water pump bearing, idk.
