Default Tuning all motor Probkems

i helped put together a motor for my buddy and yesterday we went to the dyno for the first time and had Ron at Rs tune it(reputable tuner), motor doesnt make any power like it should.
145hp and 120ftlb and it hits these numbers by 5k on the dyno VTEC DOESN'T ADD ANY HORSE POWER WHEN IT HITS! thats whats weird to me, Vtec is really loud when it hits but does not add any power sometimes drops during vtec. we spend probably 4 hrs on the dyno trying to figure it out. motor runs perfect. compression is 230 across, motors turns over easy. Maybe something wrong with my set up? are these cams okay with the 13.1 compression this motor has? Right now cams are both set at 0degres and timing is dead on. Thanks guys for any help. okay heres the setup,

Tuned on e85 with 750cc injecotrs
bottom end

GSR block
LS crank
Ls Rods
CTR pistons
completley Balanced
Arp Rod Bolts

Head
Gsr Head no porting
Jun3 Cams
BC retainers and Dual Valvesprings
SuperTech Std. valves
Cometic Head gasket
Skunk2 intake mani
68mm throttle body
Tri y replica header
2.5 exhaust

What EMS?? Is vtec engaging for sure?? Im gonna say no, it sounds exactly like that, but Ron would have known that for sure. Otherwise are you positive that your cam timing is correct?? I would assume you would have checked that too.

I dont do much with all motor, but im sure the cams need to be messed with some, but they should still make some power at 0,0. It really sounds like vtec isn't engaging if it makes peak power at 5k and it is dropping power in vtec.

Compression seems kind of low for that kind of claimed compression. Did you do it WOT?

I would try doing a leakdown test if you have one available.
