obd0 teg motor ( dizzy problem )

i have a 1990 b18a1 motor but for some reason the obd0
dizzy wen all 3 legs are bolted
it wont start unless i move it back to the point that
thers no posible way of bolting that i have to hold it wit a
vize grip...

i check
fire order
the timebelt/all marks
made sure that at tdc the dizzy was facing number 1

idk what else to look at...
is ther obd1 b18a1?? made in 1990??

please help...

thats been on the back of my head but im deff gonna do that,,,
