Removing Fender on 95
There are a bunch of plastic screws holding the plastic mud guard to the fender rim in the wheel well. There are two bolts behind the corner of the bumper, below the turn signals. You will need to remove the bumper bolt to get at them. There is also a bracket that connects the fender to the frame rail with two bolts.
There are also two bolts where the fender meets the door. If you open the door you will see them. one is up near the top door hinge and the second is down at the very bottom of the fender where it meats the rocker panel.

There are 3 or 4# 13 that hold the plastic to the fender. The far left #8 is inside the engine bay below the power steering reservoir. It is easier to remove that bracket bolt than the one attached to the fender. The bracket tends to twist when you try to loosen the bolt on the fender side.
