Default problems on my build

i have a b18c1 and block was machined .030 over with Ctr pistons with stock rods and stock crank. when i bolt on the main bearing and torque them to specs the crank turns fine as soon as i bolt the rods and torque them down cyl one and two rods have no side to side play in them, and the crank is hard to turn, so my first question is main bearing caps it torque to 54lbs and the rod bearins is to 26ft lbs ?

No1 ,all the mains do not go to 54 on that bloc. No2 When you had the rods reconditioned did they check squareness, big end to little end? No3 what size did you have the big end of the rod, done to when they remachined them for the ARPs?
