You might want to look into the jdm EF3/7 headlights. They where similar to our headlights, but were plastic rather than glass.

I think you would to start off with an aftermarket "conversion" headlight. Generally, they are used to convert older sealed beam headlamps into the modern replaceable bulb lamps, and some come with clear lenses. I'd bet you can find one in the correct size, if you search hard enough.

You can't just use a clear lens. The reflector in the OEM headlights was not designed as a "free-form" reflector. Without the prism pattern on the lens, the light will not be dispersed out where it needs to go with the stock reflectors.

The high beams of those projector headlights have free-form reflectors (whether they are designed properly is another story). They are (hopefully) designed to put the light where it needs to go without the need for the prismatic pattern on the lens.

Then what about the eg headlights? They come stock with fluttered prism headlight lens, but the jdm replicas have that clear glass lens. And they still work fine

What "JDM replicas" are you talking about? JDM EG lenses are fluted plastic. Other aftermarket headlights with clear lenses have actual free-form reflectors inside them.

If you put clear lenses on lamps designed to have fluted lenses, the light output will be awful I suspect.

Those clear ebay lenses will work fine with projectors small enough to fit.
