Default timing off?

ok so i finaly got my hatch running, and was noticing (and so have my friends) that it doesn't make any torque or power below 3krpms, then it takes off like a rocket. starts up great every time, doesn't smoke or over heat. ignition timing has only been done by ear, due to the motor not currently having a timing cover on it at all.

here's some specs if it helps:
88 std hatch 4spd manual, mpfi swapped. pm6 ecu, injen intake pipe with a specter filter, ls tb on a d16z6 intake manifold, d15b1 block and head a b7 cam, auto z6 4-2-1 header to a 2.5" ebay test pipe to a stock sir exhaust (which is 2.25" piping all the way back i believe).

of course i will check the timing tomorrow after school, but thought i'd post up on here first to get some ideas.

also... it is throwing a code nine, i havn't been able to trace down why yet (unless it's because it's not been properly timed) because everything is within specs.

Check your timing, if there is no problem there then i'd be concerned about the CPS.
