Na cutting out at 7000 rpm??

I had my car street tuned, and now it's running like a scalded dog, but only till 7000. It has the speed sensor disabled because i cant find one to match the diff.
13:1 comp. N.a. Any ideas?

who street tuned it and was it ever running good? everyone's answer will be to bring it to a tuner and they will take care of it.
