Default shifter locked?

Ok guys first off the car is a 92 civic lx sedan. Whenever i get in turn the car on and press the brake it no longer unlocks the shifter... i have to turn off the car and use the key lock release which is very annoying. also, the brake light is not coming on when i press the brakes either which im sure is related to the shift lock problem.

i dont know how to take that..
Oah by the way...
That little release thing you put the key in doesnt require the key. just something thin/long... its just a mechanical release... (e.g. not high tech in any sort of way) [thats the way it was on my civic]
