Unable to tune the ignition timing to required mark on F20a (=F22a)

I had the engine belt replaced and now cant reach the red timing mark that tunes the ignition. On this engine the timing marks are on the alternator pulley. The red mark which is in the middle of these 3 side-by-side marks reaches almost the fixed mark, but 2...3 mm before correct position reaches the distributor fully retarded position. In fully advanced position the marks move forward 4..5 cm toward the master cylinder. Could the camshaft be 1 teeth misaligned, or is it sth else?

I would tend to agree. Need a bit more info though
How does it run? I would assume its not running very well so you attempted to see if ignition timing was not set properly by whomever did the belt?
