Default loss of power; bad alternator???

Uggh, I've been making a lot of posts about my power loss. Now Im thinking its maybe my alternator or the belt for the alternator is slipping, if thats even possible...? The pedal feels good and revs good but its sluggish. When it rains also it gets really slow. I was going up a hill while it was raining and even with my foot to the floor it just would not go any faster than about 50 mph. Then when it leveled out it started picking up speed. But I kidd you not, when it rains its no fun for my car. Also when I signal all the other lights dim high and low and so does my fuel pump. Im not getting any cels or smoke or anything. My car just passed smog also. Maybe my belt is just bad. I dunno. Any suggestions?

It also has been making a whining noise when I accelerate. Everything else is gold, head gasket, timing belt, valve adjust, etc.

it could be either alternator, belt or both. since its whining try replacing the belt first if it doesnt fix change the alternator.

yeah its a obd1, d15b vtec. Its from a jdm 94 civic si. But I will change the belt, and if no luck, then the alternator. It feels like it has lots of power but it just not getting to the wheels, if that makes sense. It pulled really good for about a day, ever since its been sluggish.
