Intalling Fog Lights 08+ Accord

Some bumpers are easy to install fog lights. Just remove the plastic part. The Accord is more like one-piece. It looks like if you don't cut it right, it will mess things up big time.
Are the factory style fog lights DIY type of project for the average guy?
08+ Accord sedan 4 cylinder models.
