do i need a lot of parts to do this and is it hard to make a tilt wheel for a car that does not come with one

i just put my del sol seats in and i dont have a tilt wheel and the seats sit way too low to have the steering wheel that damn high

 

i believe you have to swap an integra rack in. search the archives for tilt wheel. there were some good threads.
