1997 Integra Type R NEED HELP
I have a 1997 Integra GSR. I bought a B18C Type R. I had the engine rebuilt with the following. Ported and Polished Head, Re sleeved with 84mm Flat Top Arias Pistons, new race barrings, all new engine seals, sachs clutch, Fidanzza light weigh flywheel, AEM Cold Air Induction, JDM P73 Type R ECU ( Stock ), new old pump, all new belts, etc...
I have a couple questions:
One when I start it some times it lets a big puff of smoke go, somebody told me it might be a valve seal that is has unseated, but it will adjust after time. Is that true?
Two it is jumpy at low rpms and very slow. once I hit vtec it pulls like hell. how could i fix this problem? I was thinking a hondata S200, or S300. Will those fit on this ECU, or what ECU would be the best to get for power? And I dont have the money for an AEM. I just want it to have power all around and not just at 6000 rpm's. I think the S300 is my best option so I can have Multiple Programs. But i need some input.
Also I live in CT will my JDM P73 pass all emissions tests, or will I need a USDM ECU?
I just want the best performance I can get for what I have into it. I built the car for all motor I dont want a turbo or Supercharger. I dont want it to be jumpy any more and I want some all around power and torque.
Please give me some Knowledgeable Feedback.

A P73 is OBD2 and not compatible with a Hondata system. You must use an OBD1 ECU with the s200 or s300. The s200 has been discontinued now for over a year, so the s300 is your best choice. Any of the ECUs from the list at http://www.hondata.com/ecus.html can be used with a Hondata system.
Only a US P73 can pass an emissions test that includes being scanned at the OBD2 port. A JDM P73 will not communicate with a scan tool.
