Tach not working right!

Default Tach not working right!

Got a 91 civic hatch. Not sure of the trim, but it has the d15b2. Bought a cluster from a 91 si hatch with the tach, plugged it up and all that. And its not working right. The rpm's at cruising speed seem low, and at idle it shows 0 rpms. It redlines right, but I know something isn't right. What can I look for?

The only thing I could possibly think of is the top injector (dpfi) has the plate taken out of the throttle body, the one thats vacuum operated. It makes it bog occasionally, and I need this plate if anyone has it. But would that cause the tach to act weird?
