probably need a new quarter panel (if you want it fixed the right way). I would say starting at 2000
and for the header I would remove as much rust with sand paper or something abrasive and paint it high heat black

Even high temp paint wont last on something as hot as the header, which is why they come ceramic coated rather than painted. If you are concerned about appearances get a SS header. Otherwise, just use that one. The body damage is pretty bad. To repair it, you'll first need to have the panel cut off. Next, the wheel well will need to be worked back to its original shape so it can be welded to the replacement quarter. Before the new panel is attached, all the metal that was bent will need a protective coating, including weld-through primer on areas to be welded. The reverse side of the new panel needs to be checked for rust and an applicable coating applied before installing. All welds will need to be ground and evened out with a little filler. The remaining work before painting will depend on the condition of the replacement panel. It's hard to see the damage on the bumper but it probably should be replaced. I'd estimate between $1500 and $2k if done properly.
