Default Gas/Tach Gauge Issues

I finally got my ’91 HF back on the road with a DOHC ZC but it seems whenever I go to start the car the tach just sits there and I have to whack the top of the cluster to get it to move. I also noticed that my gas gauge is horribly inaccurate and not even close to the amount of fuel I have. Sunday the gauge was right above the empty mark so I went to get gas and it only took a little above 5 gallons (I know the tank is at least 9 gallons) and also checked the mileage which was about 36mpg.

Is the gauge cluster just shot and should be replaced or is there something going on with the fuel sending unit (the thing that tells how much gas is in the tank).
