My dim lights
My dim lights in my integra are weak. And theres a ton of pot holes and rough spots, dead animal. You get the idea.

Er, more than that.
Using plastic or metal polish (its abrasive) you take down the outer layer of the plastic until you get a clear lens again. There are some kits available at parts stores with plastic polish specifically for headlights.
You can start by swishing rubbing alcohol around the inside after removing it from the car (take bulbs out), to see if its just buildup on the inside. If that doesn't help much, then you can move on to resurfacing it.

HID in stock Integra projectors is junk. Almost all the light hits the ground about 50-100 feet in front of the car - not nearly far enough out to see obstacles on the road at night at normal road speeds. At 40 mph you travel 100 feet in less than 2 seconds, which is not enough time to react to and avoid something on the road.
