alright front bumper is all rough from existing paint. im looking for the best and fastest way to sand everything down to a smooth surface.

i dont have pics right now but im trying to prep my car for paint. i gotta sand with fenders down with a scotch bright pad so thats not a problem. but i was told i CANT do this on the plastic bumper.
