Default Buying A 1999 Honda Accord Sedan Lx

I have a seller who is a friend of mine, and is looking to get rid of his car^. He wants to sell it for $500 because of some technical issues. The car has about 130,000 miles on it and is an automatic. He used the car for commuting back and forth to work, but has left it sitting outside unused for a year and a half. The car has a broken shifter **** (the top part came off), it needs routine maintenance, the airbag was stolen then replaced but the light stays on, and the check engine light stays on because of a trouble fuel cap. The seller says that the fuel cap situation doesn't cause any problems, it's just an aesthetic annoyance. So my question is how much would all of the issues cost? And, is this a good deal?

projects like this never seem to work out. first off, if you can't shut off the cel then you cant pass inspection in many states, so that is a major issue. secondly, if the trans is original, it will need to be replaced soon, approx $2-3K. finally, it doesn't seem to have been too well cared for from the sound of things. you can find one that was well maintained for around $4000 tops.
