Default failed inspect for... blinker lights. help plz

I failed my inspection yesterday. Everything was fine except for my blinker lights.

Both bulbs in my light assembly both work. The light in front comes on and the light on the side blinks fine when i turn the blinkers on... the guy told me that the front light in the corner assembly has to blink too.... but nothing i read or look up offers any help.

is this guy a tool? do both lights in the corner assembly have to blink?
