problem with aiming 98 civic headlights.

problem with aiming 98 civic headlights.
I tired aiming them last night so i pulled her out of my garage and noitced my lights are pointed up like spot lights and have almost no light on the grond what so ever.
i tred the screw that moves the level and noithing and i noticed there was 1 more screw on the bottom the also moves the reflector and i stated playing with it, now the passanger side wont even move and the drivers is doing the same thing.
please i need hlep i do alot of night driving and need my headlights.
its a 98 civic with 6000k pnp kit with ebay black hosings.
