Remove headlights.
Bake them open.
Wipe off and clean inside(for posterity, the moisture will be gone)
Re-seal headlights with a silicone-based sealant.

if he still has warranty, then why not? if the headlights have never been messed with then it's obviously a manufacturing defect. however, with his car being an 06 the 3 years might already be up. with no warranty, some silicon should fix the problem. he probably doesn't even need to open them up; just run a line of silicone all around the seal and dry them out.

if you dont want to bake them , go and get yourself a cheap heat gun and do them that way, also worth having a heat gun if your lights have that sand blasted look . with some heat you can heat them up and smooth out the pitting from road grime and make them look clean again, if you do it with a soft buffing cloth , like an eye glass cloth they come out nice.
