Icon2 Emergency Brake Help

I have an 1989 Integra that I recently took to inspection and failed because the emergency brake doesn't hold the car. I tried the adjusting screw behind the lever but it didn't work. I haven't check my rear pads but could it be that the rear pads are low and need to be changed? The car passed everything else. Any help???

If adjusting by the handle didn't help, chances are you have worn out rears. The cables could be screwed up, but they probably wouldn't have both fail at the same time

what do you mean they wouldn't have both of what fail at the same time?

There's 2 cables, one for each side, he meant its odd that both failed at the same time.
