chirping tires?

Well... before i start goin back to the tracks... does chirping tires affect ur time? cause from what i heard... its a short loss of traction... but im still confused on the theory of it... but others say it helps you start off on other gears... 1-2 shifting would make almost any car chirp.. but jus wanted to know what u guys say...
My thoughts.
Spinning when you hit second is wasting time and traction. Also means that you probably are not shifting that great and are laying on the gas before you dump the clutch.
No sound= Means you are shifting too slow.
Chirp= Just right.

For some reason my tires won't even chirp into second. And my clutch is not slipping, any suggestions on why this is happening? And others have tried to do it but can't, the car is a 89 CRX dx.
