Cluster Problem -Needle wont go past 3000 + Lag

I have a reactive cluster in my 95' integra RS. Im having problems with the RPM gauge, it gets stuck at 3000 RPM and then it lags when its falling back down. Any suggestions on how to fix this problem?

swap a ecu.chances are that the ecu went into limp mode.does it rev out at 3k?

no. its just the neeedle wont go past 3000 for some reason. The previous owner of the car installed LEDS behind the tacs and clearly he ****ed something up.
Anyway whats the cost of a new cluster?
