is there a us equivalent of the obd0 pwo ecu?

Dont know if there's an equivalent but a PR3 ecu works the same if not better...

No. The closest US model would probably be the PR4 from the 90-91 Integra, but it is non-vtec. I'm pretty sure the first B-series DOHC VTEC engine in the US was the B17A in the 92-93 Integra GSR. It used the P61 which is OBD-1 though.
