Icon2 Clunking sounds when hitting bumps and not when turning.

Hello all,
I have a 1990 Honda Accord LX 4AT. I hear sorta of clunking, it's kinda like knocking tapping sound. The sounds are coming from under my fenders. This only occurs when I hit bumps on the road and NOT when I turn. I am wondering if it's my upper ball joints on the control arms are bad or is it the shocks? The mechanic that aligns my car a year ago told me that it's the shocks. There's no play in both of the joints but the boots are broken. I plan on changing the boots tomorrow if the joints are still good or the whole arm on both sides if the joints are bad. Before I do this, I just would like to know if it's my shocks? There's no leak in the shocks and the dust boots are good on the shocks.
