Default 91 hatch light problem

ok im trying to get some ideas on why my tail lights wont work but my brake lights do. i checked the fuses they all seem fine, and if it was a ground would the brake lights still work since they use the same bulb? also i tried new bulbs too.

this probably wont help much but there are two kinds of bulbs that can be used, single filiment and dual. the brake lights use the dual filiment bulbs.
do you have a multimeter to test the voltage (at the harness)?

thats a really odd problem, to have the brake lights function but not the running lights. do the front running lights work? I'm thinking it might be some sort of problem in the running lights cuircut.

no i havent tried a multimeter, i found out today that someone had the fuse in the wrong spot so i put it in the taillight spot under the steering wheel. the tail lights came on for a few seconds then my fuse popped. so im guessing i have wires touching?

i turn the light switch once they stayed on, so i turned all the lights on they stayed on again.
now when i started the car and turn the light switch once it popped the tail light/licenseplate/instrument light fuse. i am completely confused.
