Default 1996 Civic CX No Start Help

Hello H-T community,

I have a bit of a situation here and am looking for some assistance.

I was in the process of swapping my D16Y7 head for a D16Y8 and ran into some problems with getting the Crank pulley bolt off, so decided to order the part to hold it in place and put everything back together and have another go at a later date.

Reassembled the motor back to stock and it cranks but won't start.

Replaced Dizzy, Cap and rotor, Plugs and Wires. ICM and Main relay as well. Tried a different ECU with same outcome.

Have spark and fuel.

Have tried numerous times to put the Crank at TDC and then line up the Distributor. Still won't turn over.

We didn't even get to taking the head off or the timing belt. Possible that the Cam pulley isn't at TDC?

Any ideas of what else could be going on here?

There is an alarm on the car that hasn't worked in over a year. Would something with that cause it to crank but not start?
