Default manual timing belt tensioner?

How should I go about tightening the belt with my manual tensioner? When I installed it I just simply pushed up on the tensioner before I tightened it and that just didn't make it tight enough. It kinda flaps when the motor is running and I think my cams are a tad bit off bc of it

Ok, i have the same one. you need to take a 10mm bolt , front the cover will work, and put it in the hole that lines up in the arm. make sure the slack is on the right side. Now I used a pry bar to push down on the arm and snug up the bolt. i needed a extra set of hands for that.
