Default wiper problem, wiper won't park

My 96 accord LX wiper won't go under the hood once I turn them off. They work alright at all speeds but when I turn them off, they stop where they are (doesn't matter where they are when I stop them). Any ideas?

The wiper motor on your car controls the "park" function of the wipers, I forget the technical term for the switch but have seen this problem several times....
